What is it? It looks similar to a dragonfly with wings folded in and judging from the back end, it lays its eggs on the surface of water, but I don't think we have these here.

Hi Lily, interesting bug..I followed up on Lauras lead did a google search and discovered it is a female scorpion fly. Your photo is much better than the one on the net!

I googled it, too and figured it was the described MALE with enlarged genitals that he sometimes holds curved over his back, making him look scorpion-like. Some do lay their eggs on water, but most in soil or leaf mulch. I love learning new things!
And Lily...your photo is far superior to any that I saw in Google images...clever you.
