    The people near the middle of the frame are homeless. The Council allows them access to the colonnade beneath the road called Grand Parade in front of the hotel.

      Amazing job with the swirly river, it almost seems to be flowing upstream. The Council are currently evaluating redeveloping the colonnade under Grand Parade. It's currently blocked off under the Empire and home for pigeons. Would make a fab place for a crack den.

      These homeless people were on the 'park' side of the door; I assumed they were waiting for the door to be opened - each night at 9pm I think it said on the sign when I was last there. That was a couple of months ago though! Has the policy since changed?

      Correct. I don't much like the foam, but at least it's useful for something!
