Is it me or do these flowers look like tiny owls hanging from the branch ! Can anyone identify this shrub for me, please? Approx 3-4 feet tall, flowers are less than an inch long.

Is it me or do these flowers look like tiny owls hanging from the branch ! Not great focus - no tripod and a stiff breeze ... but can anyone identify the plant for me please . Medium sizes shrub, approx 3-4 feet high. Flowers less than an inch long.
