A typical scene on a Sunday afternoon- people walking to or from many of lower Manhattan iconic places such as the Brooklyn Bridge, wall street, ground zero, south street seaport/pier 17, chinatown and many more... this exact spot is the civic center of manhattan where many of the court of nyc is located (US courthouse on the left of this pic).
