Don't worry, there's some electrical tape around those wires that run an inch above the valve for the shower. Perfectly safe.
Two weeks in, I got a tip that the way to get decent temp out of the thing is to just barely get a trickle of water going, so that there isn't too much for the in-phase heater to handle. That made life much better.
