Hi Laikuen: Ummm, good question.... the lion on top is crowned, so it MAY represent the Monarch himself or herself. Sort of like the Crowned Lion on the old Coat of Arms of Hong Kong... in Hong Kong's case, the Crowned Lion was facing the English Lion and not the Chinese Dragon, to indicate colonial Hong Kong's allegiance to Great Britain rather than to China.
