Copenhagen Harbour is one of the largest recreative areas in Copenhagen, yet as evidenced a part from a 50 by 20 harbour bath, it is used by noone, though perfect for rowing, canoeing, floating-houses, cafés etc.

Good point. Although I've seen many people hopping in to swim all up and down the harbour. Apart from that, and a few sailboats and rowers, you're right. Under-used.
There were plans 10 years ago for 1000 houseboats on the harbour but the plan died because nobody could figure out how to adminster them. Bureacracy killed it off.
