Wonderful photo! What is that contraption doing anyway???

Hmm! it's not a contraption, it's a rare surviving example of an elegant post mill, so called because the whole mill can rotate about a central post to face the wind in any direction, and the 'tail rotor' can automatically wind it round into the wind, it's last use was to pump water into a nearby water tower.
