powercfg2
option two:
Make a bunch of batch files that use powercfg to change the time for
the current scheme.
Variants on this that combine with option one are acceptable, as long as I can rig it to be deployed to all current user accounts and any new accounts without having the power of a DC & group policy at my disposal.
