    The church discourages but does not ban or disallow. So meaning, ordinary people can actually have relics although the church would like to minimize it or better if none at all.

    Remember that during the early days of Christianity ordinary people collected relics. It was a tradition for them -- a tradition that somewhat had a pagan beginning.

    And it is because of these early Christians in the first centuries that we now have the rare relics that are on display in some of the greatest churches in the world.

    We cannot stop people from piously "collecting" relics especially if they have a special attachment or affinity to it. It is just the same as those early Christians in the first centuries.

    What is important though is that these relics do not fall into the wrong hands. That is why the church discourages it. But discouraging simply does not mean that you are not allowed to have one.
