   There's nothing like school, university, college in the title of this building, so not a primary education use, but I wouldn't be able to rule out some kind of learning happening here.

    No. I think we have exhuasted every centre other than this. This is the clue - "More a building which has something for everyone living nearby", or in another way, for local people...

    That's the one. I did a quick search for yellow neighbourhood centre and up it popped, so I didn't think it was going to last much longer!
