As someone who is always trying to get closer, more zoom, etc, it's tough for me to see and photograph things at non-(super)telephoto settings. This was at 175mm...
Also, one of the things that is lacking at Conowingo Dam and the eagles there is scenery that works in an image. There's the dam, power lines, parking lots, and the close chances to photograph the eagles are usually shooting up towards the sky. That's why I decided to NOT go to a place that has probably hundreds of eagles right now, and went to Blackwater for the first time. I am really glad I went there.
The locals were so friendly, the type of place where you drive down the road and nearly ever passing car (driver) waves at you. This happened repeatedly to me...

I know exactly how you feel. I feel I have not done a good job if I cannot see the shine in their eyes. However, having said that, I agree with you - I can almost see National Geographic' s famous yellow frame.

unfortunately I had a much less enjoyable experience with the locals trying to drive me off the road

Nicer crop compositionally but if it were mine I'd go with the other and add sky because the eagles are bigger and perhaps sharper.

That is a photo that gives a setting, which I think here is as important as the subject. Great photography. (There is a DNR photo contest that this would look nice in).
