The Institute of Policy Analysis and Research-Rwanda (IPAR) is an indigenous, independent, not-for-profit Rwandan, Institution which became operational
in May 2008. IPAR aims to enhance evidence based policy making and to promote a culture of debate and dialogue on policy issues in Rwanda, by
conducting timely, relevant, high-quality, policy-oriented analysis and research. The Institute also seeks to foster the capacity to develop a robust evidence base
on which to base policy decisions by creating a critical mass of researchers andpolicy analysts.
