I live in Washington, DC and work at the Brookings Institution in the foreign policy program researching Afghanistan, Iraq and Pakistan. In my "spare time", I am a photographer and forecaster for washingtonpost.com's Capital Weather Gang.
I've been a flickr member for years, but just recently actually started really using it. It's already been fascinating and eye opening to see what others from around the D.C. area and whole world shoot on a daily basis.
In general, most "new" (within recent days) photos posted here will be "flickr only" unless picked up afterwards by a blog/etc. I will sometimes post images used on the Capital Weather Gang and note that they are posted there as well.
All of the photos posted here are fine to republish online. All I ask for is name credit, a link would be nice as well. ;-)

P.S., I am working, with my colleague Kevin Ambrose, on a book about D.C. snowstorms due to be published later this year in 2011 with a preview of some sort likely for the holidays this year. If you have any particular awesome photos from recent snowstorms let me know!
