I prohibit the posting of two things which I find are quite commonplace on Flickr...

(i) Images from someone else's photostream. Use html links, or thumbnails at worst. Anything larger gets zapped.

Addendum to the above ~ I've noticed people now attaching thumbnails of their photos as a kind of "signature" when commenting, even if it has no connection to the commented picture (edit: this includes the recent fad of Flickriver signatures). I'll be deleting these as well, since I think that's self promotion gone too far. It's like going in to an art gallery and hanging your own pictures up next to the exhibited artist's.

(ii) Animations. Flashing, twirling, bouncing, vibrating, spinning... If it's not a static image, it's distracting. There will never be any need to post such images, since I will not be a member of any group which uses them in its standard comments code.
