Fogline: In California, dense fog can appear and disappear quite suddenly. The policy at San Quentin State Prison says that when the guard in Tower #1 is unable to see the guard in Tower #2 due to poor visibility, a "fogline" is declared and all prisoners must return to their cells to be counted.
