Some people maybe do not like being photographed. In Denmark you are allowed by law to photograph in public places. Commercial use of a portrait or a person as main subject is only allowed with permission but you can publish as long as the capture is not insulting or exposing or against the persons wish. I will always remove a photo if somebody ask me to.
