RECORD OF REFORM AND RESULTS

- Chief architect of Massachusetts education reform that allowed for increased choice and innovation in public school districts.
- Wrote the nation's first Ocean Management Law, balancing conservation, existing industry, and new renewable energy development off our coast.
- An environmental and community preservation leader throughout his career, he was a key force in creating the Green Communities Act, Massachusetts' first land bank law, the Cape Light Compact, and the Community Preservation Act.
