That's usually a sign that you're not a member of the group.
Is there a comment box at the bottom of discussion threads in these groups? If so, what happens when you try to post there?

Hmmm... I joined the second of those groups and was able to post a test comment. (I deleted it so the group admins wouldn't get upset.)
Have you tried doing this in another browser? I wonder if your browser might be the issue.

Using Chome. Clearing cache, restarting PC, already done. This problem has been going on since yesterday. I clear my cache often.

Do a complete system reboot then.
Turn off computer AND internet router.
Let everything sit for at least 30 seconds.
Power up router.
Power up computer.
Start browser, and clear cache.
(although that's very nlikely)
In the group that limits you to 5 images per day, are those moderated images? if so you won't be able to add more until the mods either add or deny the images already in the queue.

Doesn't say anything about being moderated, and the problem goes for BOTH groups. One seems to have a limit of 5 per day, and the other does not have a limit. Still, same effect.
About trying to determine if this is a problem in the PC, I'll give as much detail as I can think of:
-Disabled Firewall
-Tried without antivirus
-Windows is updated
-Browsers are updated
-Everything (PC, Internet) is off for at least 6hours per day. (Problem started yesterday, give it about 14hours total time turned off. The only things that run on electricity that I keep on when I leave the house are those that REALLY need to be kept on, like the fridge.)
-Tried multiple browsers (Firefox, Opera, latest IE, Chrome) with multiple cache-clearing cycles
-Tried without add-ons
On the Flickr side:
-Using Organizr to reset safety level, categories and sharing permissions of photos multiple times
Hopefully a staff picks this up.

One group only accepts 5 safe photos per day.
The other allows unlimited safe photos or screenshots or art/illustration.
You have 12 public, safe images. Are those the ones you are trying to add?

I tried both. The "we can't add to the group..." problem as I posted above comes from trying to post from the group page.
When I try from the Action menu, I get a "Something went wrong" error.
From Organizr, I get this error:
The batch was cancelled. Nothing has changed.

Somehow I have the same problem as the original poster. All my pictures are safe, I am a member of the group(s) and suddenly I can't post pictures anymore (e.g. a normal hdr picture in an hdr group, or a bulldog in an animal forum).

The photo of a bulldog is marked restricted. Thats meant to be used for human nudity, not for dressed dogs. Restricted photos cannot be posted in groups, which only accept safe photos. I did not check your other photos, but likely its the same. Change the setting of as restricted marked photos to safe if they don't show nudity.
Edit: removed unnecessary as restricted marked photo of a dressed bulldog.

Oops, I was not aware that restricted photos would show up for everybody and not only for logged in members with safe search off. Design (why?) or a bug?
