Flickr doesn't allow url shorteners because they hide the actual site link.
true, but in some cases, flickr has a parsing bug causing some links to be garbled / unusable when posted in comments or descriptions (and also in forums, too).

With loupiote's case, there is a bug that we need to fix.
For shortened URLs, we do tend to disallow them from being posted on photo pages and in groups because of previous abuse. Thanks.

At this time, we have a bug report in for domains bring blocked from posted to comments which don't need to be blocked.
