The photo is private.
Where it says [PICTURE-ID], there is normally another number.
Or it could be that you had the url for the small size, usually indicated by the -m.jpg at the end and the All sizes was disabled or something.
The original sizes of images now have a 'secret' number...to help protect them from being accessed or downloaded if the owner wishes it that way.
As I said, you would need the secret number before the underscore to locate the photo's owner...like this :

xi.anhanyu You will find it easier to make friends if you upload some photos, join groups that you like, comment on other people's photos and make contacts.
Get into the community spirit that is Flickr.
It can take a little time, but put the effort in and you will get it back :-)

thx steve
i put Picture-ID in stead of the origin number which i dont wanne present the public, because its against the flickr policies (think so).
But this number i got, if i change as example the "m" to a "o" i can see the large version of the picture. But i wanne know whois the user behind. :|

Right click on the link I gave above, select 'copy link location', then paste it into a comment box.
Delete the numbers after the = sign and add the numbers immediately before the underscore from the url that you have. That's one set of numbers like above.
Click Preview, then click the link that has been created to take you to the photo's page.
Then delete the comment you make (don't click post) and the url remains private.

zoe_noemi, it is possible that the picture is still in your cache, so you are able to access it.
but how could i ever seen this picture, if i never had a buddy here?
The access to the picture could have been restricted, since the last time you were able to access it.

In your initial post, you mention that you first saw a photo that was blogged elsewhere. Private photos can be blogged by the individuals who upload them to Flickr.
It sounds like there's a greater issue about the nature of the photo. If this is the case, then "Report Abuse", linked from the footer of every page would be the best way to contact the team directly.

I would guess you need more than help from someone at Flickr if you are concerned about your life....

Well, you can tell your boyfriend that yes, you can see all sorts of pictures from Flickr on all sorts of other sites on the internet without knowing anyone on the site. There are a bunch on camerapedia.org, for example.
but is there a way to get the user behind a pic-id wich is privat, just the user???
Yes, there is, via the API. If you know both the picture id and the secret for the photo, then you can retrieve info about that photo, including the person who posted it. Go to this page:
www.flickr.com/services/api/explore/?method=flickr.photos...
Enter the ID (what you've labelled PICID) and secret (what you've called CODE) in the appropriate boxes, and you'll get a bunch of XML as a repsonse - if you read carefully through the response, you'll see something like this:
<owner nsid="34817627100@N01" username="matt" realname="Matt Smillie" location="Edinburgh, UK"/>
You can then go to the person's profile using the @N number: flickr.com/people/34817627100@N01 leads to my page.
