i just looked at that (after seeing your post) they want access to your account to do fav and comment you... sounds very dodgy to me

It's a tool that automatically adds "fake comments and faves" from other floostr users to your photo in exchange for floostr adding fake comments from you to those other people's photos.
OMG! What is the point??
And I can tell you with 100% certainty that this is not an official Flickr tool.

They are using a Flickr API key, however, that does not mean that they are above board. Search as I may I cannot find any references to them in any of the Flickr API development links which again doesn't mean anything as they could be very new on the scene. Personally I find it quite obnoxious to use an API to artificially bump up ones views and comments, it's not exactly the spirit of Flickr.

I would also say that floostr probably runs foul of Flickr API terms of use, specifically section 3: 3. Attribution.
1. You shall not use "flickr" or a pink "r" without a preceding "e" in the hostname of your application, i.e. flickr.mydomain.com
2. You shall place the following notice prominently on your application: "This product uses the Flickr API but is not endorsed or certified by Flickr."
3. You may not use the Flickr logo without specific written permission from Flickr.
4. Any use of the Flickr logo in your application shall be less prominent than the logo or mark that primarily describes the application and your use of the Flickr logo shall not imply any endorsement by Flickr.

1. Use Flickr APIs for any application that replicates or attempts to replace the essential user experience of Flickr.com.
I would say that adding comments and faves on your behalf most certainly is an attempt to replace the essential user experience of Flickr.

The service sounds strange to me also. When I click the link that says "Get Started!", the browser displays a blank page.

It timed out for me the first time I tried it. The second time it displayed the Flickr services authentication page. I really didn't want to go any farther than that.

This does not sound right to me. Looks like they will access my photos and add fake comments using other people's user name and in turn use my user name to add comment / fav to other people's photos. So every morning I would see some 'strange' photos added to my fav list and see some of my selected photos faved by some users. The whole idea is to get in explore! I am an explore fan but then this totally defeats the idea of explore.

As much as this gave us all a chuckle at FlickrHQ, it is essentially a tool that promotes the spamming of Flickr, and the bottom line is it is clearly not something that is good for the community.
I have contacted the developer and expired their API key.
(By the way, for the record, this wouldn't have actually worked very well -- interestingness is pretty clever!)
