The film and the paper exposed excessively can form an image without developing it( (This is called printing out as used on salted paper and such kind of old printing technique). Though the sensitivity is very very low, we can get weak film image only with fixing process.
if the image is very weak, scan the film and enhance them with PS, we can get normal photograpic images.
Very remarkable point is that the film and papers do not need to be brand new! Film and papers opened in light room are OK!

フィルムや印画紙に極端に長時間強い光を当てると現像なしで像が形成されます。この現象をPrinting out （焼き出し）と言って，古典的な手法では普通に使われていました。
大変に感度が低いのでとても薄い画像ですが，定着のみですみます。
フィルムの場合はこの画像は大変薄いので，それをスキャナで取り込んでフォトショップ等で濃くすればまともな画像が得られます。
注目すべきは，新しいフィルムでなくても光を当ててしまったフィルムでも問題なく使えるということです。
