There is something alluring about padlocked entry or exit for that matter. Something that says, "if i only had the key, i could see whats on the other side..... find something no one has seen in ages..... move on from here"
Sometime the locks look insubstantial for the intended deterrence, sometimes overkill, but always calls to mind what is being kept in... what is being kept out. Barred windows, rolling security gates, a "Jersey Barrier" set in front of a church entrance to stop a car bomb..... i think you get it.
