as far as a definition of rat scooters thats up to you, i think of either a scooter thats beat up maybe spray painted and maybe has a nice layer of grime worn with pride, alternately it also can mean a flat blacked mad max style scoot...doesnt have to be a vespa, just something thats an alternative to the pretty restored scooters (which are cool too, but its easiy to find people that love those!)
also custom/crazy/homemade/spraycan paintjobs or stripped down twistngo scooters even...
