You can create your Mini Supercars any way you want to, as long as they end up looking something like the photo's in the pool.

This is how I created them (no credit to me as I only found a tutorial somewhere, I'm not a Photoshop wizz).

-Open new image
-Duplicate layer
-Outline a wheel (doesn't need to be tidy and copy that in a new layer:

-Do the same for the other wheel and copy that in another new layer
-Go back to your duplicate layer and hit "ctrl T"
-Pull in the sides until you think it'll look good:

-Remove original background
-Carefully place the wheels in your new little image:

-Use the Eraser tool to fix it up around the wheels:

And then you should be done =]

Now, as I said, I'm no photoshop wizz so there might be easier tricks to do this, but this works for me =]
