I started out with your picture wondering what I should do to it... what I came up with is not really an edit of your picture, it's one of mine where I use yours as an effect.
Anyway. We had a big flood here - there's 5 meter of beer in the streets...

I didn't do much except an multi-scalar transform followed by 4 90 degree mirror rotations and then crudely tacked it onto a snake I had lying around. I just wanted to bring out the texture.
