Not really, all of the buildings are offices and pretty tight security, you could go to Vertigo but I'm not sure how happy they'd be to see you get your camera out and start snapping. You'd also have the problem of windows.

Many many years ago I went to the top of St Pauls, you can go out onto the balcony thingy and its open air....not sure if its still open though...like i said it was many years ago, the view is fantastic.

The new shopping centre at New Change by St Paul's has a viewing platform on the top floor.

Tower 42 (Natwest Tower) has or used to have a restaurant at the top, if that's any use. It won't be cheap, though...

I work at CityPoint (33rd floor) with great views of the London skyline. CityPoint is a private building located near Moorgate Station but drop me a line if you are interested in visiting, I can get you access. Sat or Sun works best.

You need a warm day, a jug of Pimms and a visit to Coq d'Argent atop 1 Poultry. Top place for a tipple with amazing views.

Top of St pauls is indeed spectacular if you have a head for heights and can manage the long walk/climb to the top. Its all outdoors so no problems with reflections etc.
Big issue of mine with St Pauls (and for that matter Westminster Abbey), though is the ban on interior photography - really annoying, I mean I've been to St Peters Rome and no photo issues;Malaysia in Chinese temples and Buddist temples - no problem, and so on in France,Italy,Denmark,Lithuania; - we seem to be very precious in this country about who, what, when and where we can take photos.

I'm assuming for St Pauls and Westminster that it is partly because people want to come in for quite relection, which is difficult when hundreds of people are flashing cameras
but mostly because they want to sell postcards of the interiors !!!
that said neither of the liverpool cathedrals nor york minster, nor westminster cathedral (of the places I've visited in the past year) mind photography.
as for vantage points, I'd say tower 42

I'd make all tall buildings in London provide a free public observation point. I can understand no photos in a Church but they should set aside some time when it is allowed really.

I found a new vantage point (to me) - the terrace bar at the Royal Opera House, Covent garden which looks out over the Piazza. Go in and by the ticket office thereis a wooden staircase - you will go through a security bag check and be issued with a visitor ticket -but staff were v helpful. Great view, plus bar available (just look at those prices!).
It was crowded when I got there but 5 mins later came a call out for the audience to resume the ballet and within minutes and for about an hour I was the only person up there.

The viewing area on the top of One New Change is a revelation - security is photog friendly and the view is brilliant.

Yes the OXO one is good - its in a restaurant but they are helpful if you are not sure how to get out onto the viewing area.

Pianowek, do they allow tripods up there? looks like it could be a great spot. The Resturant on level 7 of the Tate Modern has some great views too (prices are ridiculous though), i managed to go in with a friend and just had desert, set my tripod up by the window and fired some shots whilst i was eating. Maitre D'or saw this, and instead of telling me to stop, wanted to see what i'd managed to shoot!

markspokes49 - The Oxo viewpoint is seperate from the restaurant but you have to go past the reservation area to get to it - a short step or two so I cant see aproblem with setting up a tripod. It is a good view though-and do try One new change as well -its a huge area!

See if you can blag you way into the members bar at Tate Modern - amazing outside terrace. Go late on a winter afternoon - dusk across The City is very atmospheric. I'm not sure about the public bar above - might be as good. Maybe others can comment.
