Unfortunately, I don't think there's anywhere cheaper than Ikea. The other possibility you might be to consider is direct mounting on to something like Foamcore or MDF, but even that might not work out much, if any, cheaper and would entail quite a bit of work.
Here's a 'How to' on using foamcore - if you leave a border it can look quite nice.

Places like Matalan sometimes do cheap framed 'art'.
Remove the 'art' and insert your own photo.
Though I bet IKEA is still cheaper.

charity shops have frames that you could take the old picture out and put your photo in.
