Google Maps has the names of all the parks around Buckingham Palace. I'd say that if that flower bed is part of any park (which is doubtful - I think it's part of the roundabout outside Liz's house), it would be St James Park.

I think it's just an ornamental flower bed by the side of the road. It's not a park or garden in it's own right. It's just by St James's Park (I work nearby) but it isn't part of it.

It's Memorial Gardens and along with the gates it's all part of the Victoria Memorial... probably =]
