This group is for those photos that have been in “step-up” groups and have reached
the final level in at least two major step-up groups.

Major step-up groups (see also discussion, below)
With major step-up groups we consider:
a) step-up groups with at least 5 levels
b) step-up groups with at least 10.000 members in first level
(Both conditions must be met)
