Old Cemetery, Ipswich, Suffolk
In loving memory of Capt Thomas Brinkley, for 11 years water bailiff to the Borough of Ipswich, who after a severe affliction fell asleep in Jesus 26th February 1872, aged 62 years,
Thomas and his wife Eliza lived at 9 Foundation Street in the middle of Ipswich, near to the Catchpole brewery.
A Water Bailiff was responsible for policing areas of water to ensure that they were in use for their proper purpose. However, in a 19th Century industrial town, especially one with busy docks, it is likely that he was more of a technician or engineer, especially as he was employed by the Borough. The relief appears to show him going about his work.
