Beginners Voting System - does it help the beginner?

Just wondering what people thought about the beginners voting system? With four non-judges voting there are obvious flaws. Can the scorers see sufficient detail In Prints being seated in the audience? The score is out of 20 made up of four scores of 1-5. So the score ranges from 4-20.
Normally in a quarterly competition the winner and usually 2nd and 3rd receive a score of 20. That would require all four scorers to give 5 points each. Just give 4 each and the score will only reach 16. An average score of 3 each and the score is only 12. Below average and the score plummets to 8 and if they all really didn't like it then just 4. Of course they don't all score the same but with some scoring 5 and others 1 for the same photograph does this help beginners?
Mostly I would say to beginners: Don't be put off by the score. Listen to the commentary as there are some useful tips in preparing a photograph for competition.
Further thought about scoring. If we had just 3, 4 and 5, it would give a range of 12-20 and would be much closer to the quarterly scores.
