The Breton flag is rather new. It was created by Morvan Marchal from the Breiz Atao (Forever Britain) in 1925 and every BRETON accept it

The 11 hermines are for the kings and dukes who governed independant Brittany.

The 9 stripes - 5 black and 4 white - are the symbols of the 9 old bishoprics.
The black ones are for the dioceses of gallos language (Dol, Nantes, Rennes, St Malo and St Brieuc).

the white ones represent the dioceses of Breton language (Trégor, Leon, Cornwall and Vannes).
