i hacked up a quick prototype version here steeev.f2o.org/flickr/visdict.php
it basically just displays the rss feed for the selected tag formatted as html, is that the kind of thing you were thinking about

wow, this is great- i'm going to wander in to some places where i don't speak the language and beta-test this! google images is okay- for some reason i like this better, i think it's less likely to have odd images that don't belong since someone actually tagged them.

heres a newer version
steeev.f2o.org/flickr/search.php
its cleaner, but i think it might be returning too many results for a mobile device, would use a lot of bandwidth and take a while to download i guess. this version doesnt use the RSS, it just scrapes the html tag search page, probably not a good idea, but oh well.

ive fixed it so the "mobile version" only returns 3 images at a time now, which means it will work on slower connections and devices with meagre memory, both the flickr mobile site and google xhtml image site show just 3 images per page, so if its good enough for them, its good enough for me :)
Though it seems to be much harder to get a decent image that actually matches the tag with such a small sample. Googles xhtml search seems to give a much better signal to noise ratio, which i guess is due to its much larger pool of images and clever algorithms.
Of course if you require more images per page, you can always switch to the "pc mode"
