That flat area is actually private property. To the right, out of frame are stairs that go up to O'Brien's Tower, and that's public. There's just a fence and sign keeping the public off the flat area, and for the most part it seemed that people respected it. I believe it was a farm.

I wish we had the resources to geotag these photos, too. For now, we're concentrating on preparing new pictures to add to Flickr. Relying on Flickr members for the machine tags with geo info. As an example,see www.flickr.com/photos/library_of_congress/4211207938/
