Obviously the best countries in the world for chocolate are Belgium and Switzerland. Nothing can approach a good Belgian praline (I'm not talking about Godiva, but about really good pralines) or a good Swiss tablet.
I'm not a connoisseur for Swiss chocolate, but I can tell you who are the best chocolatiers in Brussels : Pierre Marcolini (he does a lot of work on the package, but his chocolate deseves it), Wittamer and Passion Chocolat. These ae the best places to buy the brown gold.

In Italy we have Perugina, Venchi, Streglio, Novi and Caffarel chocolate and many many special and traditional chocolates like gianduja chocolate from Piedmont.
But, above all, chocolate is "good" when made only with cocoa butter and without hydrogenated fats.

I will add my two cents from Switzerland when I get there in a couple months... I expect to be blown away. North America is pretty scant unless you've got a good local place -- and chances are that place is run by a Belgium or Swiss national ;)

Why only countries? There are everywhere bad chocolates, even in Belgium, or Swizzerland ;-)
I just discover Patrick Roger, in Paris, Boulevard St germain, and he is a really really great chocolate master. Just try, if you are in Paris. That's not insdustrial chocolate.

it may be because of childhood memories, but I love Rahm Mandel Choceur - I've no idea how to write it... and I don't know where is it from... But I lovvve it! Now you can tell me that I don't know anything about good chocolate ;P
Surprisingly, one of the best chocolates I ate here in Taiwan, Asia, is from POLAND, which makes me proud of being Polish ;)

in terms of eating chocolate (meaning retail) godiva, sharffen berger, and ghiradhelli are good.
but for cooking and baking (like truffles or mousse), I prefer valhrona or callebaut. Of course, it depends how much I need and how much it costs w/o breaking my wallet

i think switzerland and belgium.
the swiss seem to have a lot of varieties from pralines to plain chocolates that will please everyone - from the purists to the milk choco lovers.
belgian, on the other hand has Leonidas, etc which are absolutely heavenly!
i miss belgian pralines and swiss chocolates!

Where can you find the best chocolate in the world? Belgium, hands down. After all, that's where Xocai Healthy Chocolate comes from. I guess I should say that I have changed the way I think about chocolate these days...and the kind of chocolate I eat. In recent weeks I have started eating Xocai Healthy Chocolate, which is made of pure, unprocessed cocoa powder, acai berries and blueberries. This "good for you" chocolate (as opposed to chocolate that is made with processed cocoa powder and sugars, bad fats, fillers, waxes, preservatives...and contains loads of CALORIES!) has antioxidant levels that are off the charts. there's a rather small chocolate-manufactory called Zotter which makes fairtrade-chocolate since their beginning and it's the best you can eat!! just had a piece and it is like perfect harmony of tast on your tongue!!

I am my self not new to this but I found the best tasting (and most original) chocolate ever! Made in ... wait for it... Edinburgh, Scotland.. yup you chocolate lovers you should look closer for good chocolate.. granted I do think that Ms Matthis who makes them is Swiss though, she is certainly a wizard with taste and smoothness, all organic as well!

Hotel Chocolat. Yes it's a chain...but their 50% milk is lovely, and they have great flavours too.....and so smooth and creamy feeling. My local shops are Bristol and Birmingham....
