hhhmmmm.....looked again at street map, dunno about Lower lamb but Lamb Street is at the end of Pennywell Road and I've always thgouth of Pennywell Road as being Easton.
Round the back of Trinity ?

BCC are rather stupid,the Waste and Street Services are the one's that do the buffing, pick up needles ect...
They have be known to buff 'commission' piece's...
Also the BBC can not buff Graff on a privately owned unless they have the owners permission.... this piece is on the side of a BCC owned property...
BCC have been cracking down hard over the past 12 months, (there's also been a few convictions)
