Just one moderator's viewpoint: yes and no. Yes, with the explanation it's a sign, though a far stretch of one, and certainly not "public signage". Yes, it's modified, albeit presumably with the original sign owner's express permission. That last bit is what might make it a no for me, because an Altered Sign gerenally involves more than one author. That said, I'd give you the benefit of the doubt for today.
However, go right now and put your explanation on the photo page, because that is in the rules.
