Breed identification help!

I adopted Boots from the local animal shelter. She had been seriously abused before being rescued by an older lady about to go into an old folks home, and get lung surgery. The lady had to give Boots up. I adopted her!
My question is: Do you think that she is a Tibetan Terrier?...Or do you have any other ideas. A cross maybe?
The pictures i have of her aren't very good...She is very scared of cameras, so its close to impossible to get a good photo of her!
A bit about her:
.Acts like a cat
.VERY playful
.About 15Ibs.
.1 year old
.TOONS of hair
.Her hair was all black when i first got her, and now it has turned almost all white
.She has a collapsible Trachea

I don't know much about tibetan terriers, but from your description, she doesn't match a purebred's description in total, but maybe she's part?

This sure is a pretty dog. I wonder if that long tongue is a breed type; also the coat turning white (schnauzers do that). She seems small for a standard breed, more like a toy breed. I don't know how much it costs but you can have her DNA tested.
Just some random thoughts, I'm no expert since I generally have mutts! :-) Good luck with her, she's a cutie.

Thanks i was thinking that she is part mini schnauzer too!
She's not quite small enough to be a toy breed i don't think.
Sadly where i am DNA testing would be really hard to do i think, and my mother would never agree! lol
And i have always adopted from the pound, shelter, or rescued, so i have always had mutts too! She is the first one that might even come close to not being a total mixed breed! lol
