To prevent flooding the pool with random pictures, I would add a condition disqualifying those who add more than, say, 10 pictures that get kicked out because they don't comply with the groups rules.

First one there, I suppose.
Posey, how about if they already have more than 30 in the pool, they just have to add 1000 more. So if they already have 90, they have to add 1000 to reach 1090? But it's your prize, so set whatever rules you want!

That will be up to Posey. But I concur with the sentiment. Of course, these have to be 1000 qualifying photos-- that means two things:
1) Only 1 person in each photo
2) Each person can only be in one photo.
You could get a lot if you set up a portrait booth as part of World Portrait Days, flickr.com/groups/world_portrait_days/

if you have less than 100 photos now in the pool.
1) Only 1 person in each photo
2) Each person can only be in one photo.
3) 1000 additional viable photos,
4) First one there, I suppose.

Very interesting, although if you want to win a pro account means that you don't have one, which means that you have a limit of 200 pictures to upload, so you can never post 1000 ;).

Actually, a non-pro could add all their photos to the pool (even more than 200) and they will still be here.
In the meantime, Itzick has claimed the prize, adding 1000 portraits since the contest started! I've sent him a code for a year of Flickr Pro. Of course, I've just realized that Eamon (FM) ALSO added 1000 portraits... but somehow I missed that! As a consolation, my haranguing did get him featured on the Flickr Blog, thus assuaging my guilt. Eamon, if you still want the year of Flickr, let me know & I'll work something out.
